We need to verfiy and fix any issues with the TV Out

This needs to be looked at with the changes to the DSS subsystem I don't know how to make this happen :/.

Working in 2.6.31-rc1-dss2, even switchable from u-boot. Looks ok on the display I have still need to test on a real tv (analog, old school tv, prob the standard use case).

Note: On CORE.0 boards there is a hardware fix that needs to be done (move R66 to R67, and move R68 to R69).
