Project join request confirmation fails

Description

I received an email informing me of a request to join a project I administer. When I clicked the link in the email to confirm the request, I got the following error message:

"The requested action (projects/addtoproject) was not defined in the system."

I also get the same error when clicking the "accept" button under "Manage join requests" from the project social page:

(In [465]) fixes #4827 Removing the links to manage join requests, invite people and join projects. Instead we want people going through trac to join projects.
