stractistics plugin doen't show black bar

Description

if you visit http://beaversource.oregonstate.edu/projects/admin/stractistics you don't see the black bar at the top (Projects, Social, Marketplace, etc). Probable a Stractistcs template problem or our javascript include isn't in the right place.

The problem with the stractistics plugin on the VMs is probably lack of data. I did a fake commit to a test project on my own VM, waited overnight and now it has data: http://munin-vm1.eecs.oregonstate.edu/projects/test/stractistics (keep in mind that it takes a number of hours for stractistics to pick up new changes.
