2855	Project deletion form & scripts	jensenca		Need a mechanism (form) for requesting project deletion.\r\n\r\nRules:\r\n- If a project gets orphaned (no valid ONID associated with project),\r\n  project goes dormant\r\n- If project owner asks for project deletion:\r\n  - email all project members to see if anyone wants to pick it up\r\n  - If closed project, give choice between opening up the project or straight delete  \r\n  - If yes above, reassign ownership\r\n  - If no above set project as dormant, unless owner can give a good\r\n    reason for outright deletion (infringement, moving to different\r\n    hosting, etc.)\r\n\r\n- A dormant project is still listed in project directory, though\r\n  presented in a visually distinctive way (gray background or similar)\r\n- A dormant project cannot be edited, or have code submitted to it while\r\n  dormant (read only)\r\n- A dormant project is reactivated once someone with a valid ONID takes\r\n  it over\r\n- A dormant project has a clock associated with it. If not reactivated\r\n  before clock runs out (12 months?), it is permanently deleted.\r\n- The default length of the dormant clock may be adjusted as needed to\r\n  balance resource use.\r\n- Different types of projects (class vs. dept. vs. other) can be\r\n  assigned different clocks. 	enhancement	new	major	Post_Elgg1.5	Trac	1.0
