add trac's global ini to SVN

Description

the global trac.ini in /etc/trac isn't in SVN in any way and should.

(In [144]) fixes #2731 updated the trac.ini-dist for gloabl use to reflect our nglobal themeing changes.

turns out trac.ini has been in svn all along source:management/bs-admin/trunk/trac.ini-dist
