Redesign 2nd level menu in Trac

From the 2nd level of navigation in Trac:

  • Remove Start Page, Index by Date and Last Change
  • Move 'Index by title' to the 1st level

just to add some clarifications; these are the links that are in trac's wiki that help you navigate that wiki. Dr. Jensen pointed out that both the "Start Page" and mainnav "Wiki" links lead to the same place. The last change and index by date links can easily be approximated by the timeline/history module. the index by title may actually be useful to prevent wiki walled garders, and thus we may want it as part of the main nav, but I don't think that's a high priority until we get the other alternations to the menu in ticket #2723 done.
